SKAT Airlines, a Kazakhstani airline, has its origins in the Soviet Union's only airline, "Aeroflot". After the collapse of the USSR, Kazakhstan inherited one of the strongest civil aviation fleets in the Union. The aviation enterprises of the Kazakhstani MGA management consistently ranked second in the Union in terms of their performance. Therefore, the national airline, "Kazakhstan aue zholы", which inherited the assets of the former Aeroflot management and 28 regional aviation squadrons, including the leading role of the Chimkent aviation squadron, initially had excellent potential for development. Importantly, during the early years of the country's independence, the national airline industry was already integrated into the global economy. With professional crews, a ready base for international flights, the ratification of international conventions by Kazakhstan, and membership in IATA, there was enough to start regular flights both within the CIS and to distant foreign countries. By 1993, "Kazakhstan aue zholu" had 10 permanent representative offices in the capitals of several countries around the world and a well-developed network of communications. On June 21, 1995, in accordance with the National Program of Decommercialization and Privatization in the Republic of Kazakhstan, the Chimkent United Aviation Squadron was renamed to Joint-Stock Company "Shymkent Avia". On April 30, 1996, government decree No. 533 was signed, transferring the National Airline "Kazakhstan Aue Zholy" (KAZAK) to external management. Three and a half months later, a "fateful" decree No. 10-30 was issued, which resulted in the liquidation of assets from KAZAK and all of its regional aviation enterprises. The new managers took possession of all the best assets. All IL-86, IL-76, Tu-154, Tu-134, An-24 aircraft with good resource, as well as maintenance bases, fuel depots, airport warehouses, and other assets became part of the charter capital of the new airline "Air Kazakhstan." In 1997, a group of pilots, aviation technicians, and aviation enthusiasts who love the sky gathered in the city of Shymkent. Their passion for flying, desire to assist the country in creating a reliable transportation infrastructure, and belief in success helped create the airline "SCAT". The team consisted of 17 like-minded individuals who maintained the database, aviation technicians, and flight crew. They painted the aircraft themselves, handled the office arrangements, and developed the documents on their own. They dealt with legal and economic matters. It took less than a year for the young airline to accomplish all of this, and by 1998, the first regular flight from Almaty to Kyzylorda and back was made on their own AN-24 aircraft. The close-knit and forward-thinking team of "SCAT" managed to preserve the traditions of the Chymkent flight unit. They had to overcome numerous administrative barriers to open new routes. Despite not having profitable flights, "SCAT" repeatedly revived previously discontinued routes, fulfilling their obligations to their passengers with the hope that eventually the flights would be in demand. Today, the fleet of aircraft owned by the company's airline primarily consists of Western-made airplanes.
